I assume it might have to do with what happened in the last war. One partner who didn't tell the other partner what they were doing and that led to the death of one of the Crafters. If they're trying to prevent that they would do everything possible to make sure we bond and remain truthful to one another.
But I'm not sure it's working. Some people find their partnership dysfunctional either way.
